Since Mitsubishi made several different VR4 engines, your question needs to be a little more specific.
But I'll try to shed some light on this question non the less.
In 1999 Mitsubishi did make a 3.0L V6 twin turbo, AWD, 5 speed manual, VR4 Galant. Unfortunately, this car never made it into the US. It was reserved for European and Asian markets. Stock it came with 280HP and a unique front end.
The older (pre 1998) Galants did have a VR4 that made it to the US and should fit under the hood of a '99 with modifications of course.
You can even get a JDM 3.0L V6 Twin Turbo engine on Ebay that will fit under the hood of a '99 Galant, but I'm told it takes extensive modifications.
As with any of these engines, they are all computer controlled and would require the computer's wiring harness and ECU to be installed as well.
If your goal is to turbo charge your Galant, Turbo-kits.com makes a complete single turbo kit for the 2.4L 4cyl. and the 3.0L V6 that fit the Galant ES, LS, & GT-Z as well as the '00-'04 Eclipse GS & GT. (as they share the same engines). I think the kit comes complete with cold air intake, turbo manifold, turbo charger, new fuel pump, new fuel lines, intercooler, and all the bolt-on hardware to install it. You can even get a fuel injector upgrade.
The 6a13tt engine found only in the Mitsubishi galant/legnum VR4 is an interference engine, If the cam belt snaps the valves can com in contact with the top of the pistons. ClubVR4.com is a get resource for information on the 8G VR4 it is all on that site.
The Mitsubishi Galant VR4 is an interesting alternative to their Evolution model. It was available as a saloon and estate car. It could seat up to 5 people, depending on whether the 5th seat belt was in place.

At the front of the car by the front left wheel, if you can get under there you should see it, you don't even have to pop the bonnet
