For residential service 110V, 115V, 117V, 120V, and 125V are all functionally the same. Electric companies have been slowly increasing the line voltage over the last 100 years to cope with increased loads. That is where these different voltages come from. The tolerance is generally +/-10%. That's +/- 11.5 volts in this case. So, a 115VAC appliance will run between 103.5 and 126.5VAC. The short answer is yes. 110V appliances can work with up to 130V without being burnt, additionally, 220V appliances can work with up to 240V without being burnt.

Is the 220V plug 220V only or 110/220V? (The former will have 3 prongs and the former will have 4) If your case is the latter just use the ground, neutral, and one of the hots. This will give you 120V single phase. If the case is the former you can't get 110V off that plug.
There are no adptors to plug a 240v plug into a 120v receptacle. 240v requires two hot wores and a neutral and ground. 120v requires one hot wire, a neutral and a ground. If you have something that runs on 240/120 you need the cord and adaptor that came with the equipment as you willl need the wires to mate up accordingly.

No, they will burn out. the wiring, motors and modules are built to run on and withstand 110v. There are rectifiers that you can buy to reduce the voltage to your appliances. Get ahold of a local electrician and explain the problem. I'm sure you'll be able to get some help. You can use 110v appliances in countries that use 220v, IF you have an adapter (step down transformer) ... you cannot plug them directly into the 220v source for several reasons: 1. The plugs won't match up as the power plug configurations are much different 2. The appliances will literally blow up of catch on fire if you exceed the voltage limit specified on their labels. If you have moved permanently to India and are staying there, it might be in your best interests to buy new appliances.

Try to be a little more specific and I'll try and help. Are you wanting to add a plug on it, or hard wire it. And what is the fans location or type of fan I guess.
At the breaker box the black and white will be on a double-pole breaker (or maybe even two separate breakers). To convert to 110V attach the black to a single pole 15 amp breaker, the white to the neutral bus bar (like all the other whites in there) and the ground to the grounding bar (like the other grounds). Then replace the receptacle with a regular 15amp 110V.
