It could be a problem with the speedometer assy, since the two are actually one unit. It could also be a speed sensor which is located in the transmission housing on the the right side output drive axle housing.

It requires you to remove the transmission. I would have to question your reasons for wanting to replace the flywheel, since the problem you think is in the flywheel is more than likely located elsewhere.

==New answer headline== I had this problem with my 1995 Intrepid, and it turns out it was the ground wire in the trunk. Try to replace that, or you may just look at it and see if it is burned up somewhere, and replace that section of wire. We did, and have had no probs since. Good luck! It's not the bulbs,eh? I got caught on this problem once and it turned out there was a SECOND flasher way up inside the dash and that did it for me. That was on a Safari Van.
