Yes you can. If your local gas station's premium fuel is lower than 91 go with it and stop by your local car parts store like auto zone and by an octane booster. You will need one with every tank of gas. But if your gas station has 91 or hopefully 93 then you will be set. But an octane booster will help even more but is not necessary with the 91-93 octane
they change the compression of the engine 21cc is stock i.e. pump gas 18cc have to run on 110 octane

You most likely need a new fuel pump. ur pump is probably broke so the engine isn't getting any fuel. when u run ur car low on gas and run it out alot it wears the fuel pump bc its meant to be submerged in gas. a fuel pump for ur car will cost about $80 and alot of work.
Change cylinder heads to a bigger negative cc (ie. -22,-38), or work the high port on your heads to a larger cc (ie. 58cc to a 70cc.)
An engine requires gas and spark to fire but it also requires compression and timing. If it has gas and spark, I would check the compression...should be over 100 to run good. If it has good compression then I would check to see if the spark occurs when the compression does. If it doesn't then you probably have a sheared key on the flywheel.

Sounds like you may have burned out the fuel pump, they do not like to run dry.
This depends on the engine. If you are running a stock engine with stock compression, you should be fine on regular 87 octane pump gas. The higher the compression ration, the greater the need for higher octane fuel. 8.0 to 1 should run at least mid grade; 8.5 to 1 and higher should use 92 and higher. Anything loopy like 10 to 1 should run race gas. Any solution with a turbo should run premium fuel.
