Some of them may have died, but the rest will be ready to grow as soon as the warm hits them. Don't thaw them and let them sit around before planting though. They'll warm up just fine in the ground. Freezing seeds before planting is called cold stratification. Many plants require cold stratification before they will grow. Peas aren't one of these, but they are very tolerant of cold weather and you can even plant peas in the ground before the last frost so they will probably do alright anyway. Of course, this all will vary with the variety of pea you are working with.
This would depend very much on where you live. If the ground is still frozen, you need to wait until you can turn over the soil. In much of the country, you could plant potatoes, carrots, lettuce. chard, radishes and peas in a couple of weeks. Do not think about planting tomatoes or corn before all chance of frost is past.
