If the cloudiness is from old water full of debris, a big water change should be done over a week or so, so eventually all old water is removed and replaced with new, fresh water. It is of upmost importance that you do a fishless cycle of a new tank before adding any fish to prevent dangerous ammonia and nitrite spikes that can result in burns and death. Your fish is gasping for air because it needs air to live. if you don't already have one, I recommend getting a aerator. This allows air to be in the tank with them still being under water. The fish fuzz, I don't know about.
