No, there is no Internet browser built-in to Windows Command Prompt. But there is a text-only browser called Lynx that runs on CMD; after you have downloaded it, you can run it on CMD and browse the web. There is also another browser called Arachne, which also runs on CMD and supports a wide variety of images, videos and other media.

http://www.Google.com is the parameters for the explorer command. which basically tells the computer to open the website in explorer.exe. alternatively you can use iexplorer.exe but they both work.
if your using something like firefox or chrome you have to supply the file path to the program. example
c:\program files\firefox\firefox.exe http://www.Google.com
i don't think that's the correct path tho. and if you save that command to a text document with a .bat extention you can just open up the file and it autromatically does it for you

Yes, if your firewall has allowed connections from the router then you can find the IP. I am assuming you are using Windows you can open command prompt > type 'ipconfig' > then find the IP for the router. Then in your address bar in a web browser paste this IP in.
There is no command-line firewall or filter that I know of that is available for Windows. Usually hardware or software-based firewall or filter solutions will come with their own interface (usually web-based or graphical).

You can then initiate a ping by entering "ping", typing a space, and then entering the IP address or URL of the web resource you wish to ping to.
