If we are talking about a Power Steering pump the pully is pressed on. It requires a special puller to remove it without damaging it. Many auto parts stores will rent you the correct tool to do the job.

I havea 1971 302 out of a passenger car. It requires a special puller that I dont have so I wound up bending it with the wrong type of puller. The new pulley is pressed on with a bolt like tool. you simply put the pulley on the pump shaft and thread the bolt into the hole in the shaft. As you tighten the bolt, you are pressing the pulley on. I think you could have a shop do this job for you for a small fee. It helps to have the pump off though.
its a three jaw puller for pressed on pulleys but you dont need it the crank pulley is bolted on
You need to remove the entire power steering pump. There are two bolts holding it on at the 12 and 6 o'clock position. Remove these via the holes in the power steering pump pulley. (no need to remove the pulley) Push the pump to the side and you then have access to the water pump bolt. Hope this helps. "G"
Do you mean the pulley or the whole pump? If the pulley doesn't have a nut it is pressed on and you need a puller. You can rent them from shucks,ect.
