quick answer is NO, 2 and 4 bolt main engines both had the same casting numbers. you have to pull the oil pan to be 100% sure.
If the number 8999289 is a casting number inside a bell the first number is a 3. Then the block that is in question would be a 4 bolt block with 4 main caps.
It is a small block Chevy 350 engine with 6 bolt main caps.

Pull the oil pan off and count the bolts in the main caps, 2 bolt main engines only have 2 bolts holding the main caps to the engine block. 4 bolt main engines have 4 bolts holding the main caps on.MAIN CAPS IS WHAT HOLDS THE CRANKSHAFT IN THE ENGINE BLOCK.
A real LT-1 had a four bolt main block.
"small block" typically distinguishes between a 2 bolt and 4 bolt main. (Small block= 2 bolt main. Big/large block=4 bolt main) "long block" typically distinguishes between a rebuilt engine that has heads, rockers, rocker covers, oil pump, pan... in other words, complete, versus just block, crank, cam and pistons (short block).
There isn't a way to identify a 4 bolt main block without looking inside the oil pan.

To tell if your engine is a 2 bolt main or a 4 bolt main. Turn the engine upside down on an engine stand.
