If his name is on the lease AND you are on it you are BOTH responsible for the rent, however, if you sign off on it then it is HIS responsiblity.
With parental consent, it's perfectly legal. You will need Mom/Dad's assistance with it. For example, since a 17-year-old cannot enter into a legal contract, it's unlikely you will find someone who will rent to you unless Mom/Dad are willing to co-sign on the lease.
