In order to determine the major cause of the malfunction, you will need to find out if the engine is equipped with mechanical (earlier model vehicles with carburetors) or hydraulic lifters (mostly in fuel injected engines). In the first case, mechanical lifter malfunction can be caused by the lift springs becoming worn and losing their resistance, allowing the valves to stick open, even slightly. These must be removed and tested for consistent strength to specifications and replaced, if necessary. Check the valves for build up and clean with an approved solvent. Replace any valve seals as a worn seal can gum up causing sticky valves. For the hydraulic lifters, they are fed by the oil pressure developed when the engine turns, generally keeping constant pressure. Mechanical lifters can be adjusted by a mechanic, but hydraulic lifters, if clogged by contaminated or old oil, cannot; they will need to be replaced. Also, the oil supply comes through the cam and if it is clogged it can be cleaned out, but the process will involve tearing apart the engine. This is costly and not something you can do at home unless you have all the proper tools. Your best bet will be to have the vehicle taken to an authorized repair shop for the make/model of vehicle and be prepared to dish out some hard earned cash.
