Sounds like you might have a bad starter solenoid. Test your battery terminals first to see if they are loose or corroded.

I'd like to know that myself. It seems that when I first start the car, I really have to lean on the horn to make it sound-off. After that, it responds easily. I had the horn pad replaced once but it didn't matter. I think it's a design defect.
