Normally the fuel pump relay is separate from the AC. You can pull and switch positions of identical relays, depending on what you are trying to accomplish. If the fuel pump relay is working, and the rest of that circuit is okay, you will hear the fuel pump come on with a little whirring noise when the key is turned on.

That was LATE 1999 when Chevy changed the body style. From 1988 to late 1999 the bodys were the same.

The starter relay is located inside the engine compartment, on the left/passenger side wall (to left of the firewall) attached by one screw to the wall.
