Congress is the only group that can declare war. However with the War Powers Act of 1973, it is possible for the present to unilaterally dispatch American troops into combat under certain circumstances and for a finite time if Congress is advised of his actions. This was been stretched by President George W. Bush who sent troops to Iraq in 2003 for a conflict that lasted eight years.

In the USA, at the highest level it is the Congress (House of Reps). They are the only body that has the ability to FUND government spending. After them, it is the Government Agency that is given the spending authorization. After them, it is the Treasury that hands out the Money.
the president can sign a treaty but congress has to ratify it in order for the US to enter into it. So I guess congress is the only branch of government.

However, there was only one branch of the central government and that was Congress. The states still conducted the state government for their state.
