I had the same problem, and I I looked and posted on the corvette forum without much luck... however I Just fixed this same issue on my 1990... What I did to fix was to unbolt (not remove) the electric motor on the side I just replaced the bushings in and turn the motor 180 degrees in place, then bolted it back up.. Now the headlights are working correctly.

Remove the wiring harness from the back of your 2007 Chevrolet Corvette headlight. Remove the headlight retaining bolts. The headlight will come out and can be replaced.
The plastic gears in the headlight motors are weak. I had the same problem with my 1984 Corvette. You can get a new motor, but it's much cheaper to get new gears. Check out the C4 section at CorvetteForum.com for a how-to on replacing it.

there are 2 electro magnetic relays for each headlight in a black box in front of the driver side wheel well they get wet a lot and burn out cost about $15 ea. the one in the middle (3rd one usually doesn't need replacing)
