Could be a fuse if both stopped working. or a wire ,both windows are hooked up to same wire.

There is a circuit breaker thaich could be bad.
Check to see if you are getting power to the motor if so window motor is defective Could be open wire usually in the door jamb area
You could try recharging the battery, or having the connections checked by a mechanic.
possibly check for a blown fuse , otherwise it could be a bad problem

If the gages in a 2000 Mercury Cougar at not working, it is likely that a fuse is blown. While the chance is slim, there could also be a wiring harness malfunction.
Windows not working in the winter could just be frozen...try parking inside for a day, or try checking your fuses. Could be a combination... windows froze so fuse blew when trying open them.
