You can put the tire on the front. The rotation arrow should point the same whether it is on the front or back.

NO. The rear tire is almost always larger than the front. I don't know what rotation has to do with this but it is not recommended to reverse rotation on any tire.

You will need a reverse rotation cam and lifters, reverse rotation front a rear main seals, reverse rotation distributor, and a reverse rotation starter.
If you look closely at the filter there should be an arrow and on most the word flow next to the arrow. The arrow should point to the engine and away from the gas tank. the arrow should point to the front.

The standard front to back switching sides is ok - but i would recommend bringing the front tires straight back and switching sides as you bring the rear tires forward, as this means there will be 4 rotations before the tire is back in it's 'starting' position vice only 2. This should be done with every oil change. If the tires have a directional tread pattern they will have an arrow on the side showing the direction of rotation. These tires can only go front to back an back to front. They must say on the same side of the vehicle.
