No. However, there is a nugget of truth in the question.
In 1979, the Soviet Union invaded Afghanistan in an attempt to annex it to Soviet Union. The United States saw this is an opportunity to make the Soviets have a quagmire to rival the American mess in Vietnam. As a result, the CIA provided training and equipment to Islamist Afghan Rebels called Mujahedin. The Mujahedin were able to fight a long guerrilla war against the Soviets and compel their withdrawal by 1989. It was at this point that the CIA also withdrew its personnel and funding, leading to the collapse of Afghanistan. The Mujahedin were later reorganized after the Soviets left by their leader, Osama bin Laden, into Al-Qaeda. They were granted protection and safe harbor by the Islamist Taliban Government of Afghanistan that emerged in 1991.
However, they were never trained by US Special Forces nor did this training happen during Operation Desert Storm in 1991.
