The United States Navy Commanders and Roosevelt felt they would attack elsewhere such at the Philippines, Midway or the west coast. Therefore Pearl Harbor had their guard down. The Commanding officer of the Pearl Harbor base and fleet lost his command due to his failure to have the sailors ready for action at all times. Roosevelt was in the middle of negotiations with a Japanese official at the time of the attack. Radio messages and warnings went unheeded so Pearl Harbor was descimated due to failures on the part of communications officers.
