Yes they did. In fact more than an estimated 2 million Vietnamese civilians were unnecessarily slaughtered in this forgotten genocide. Entire villages full of women (many pregnant), children, and even elderly were slaughtered senselessly by U.S troops similar to what they are currently doing in both Iraq and Afghanistan.

Soldiers by nature, are trained to follow orders. The more readily they do so, the better soldiers they are. Concience has a habit of conflicting with some orders, and thus is not welcome in war. When mixed with a leadership who has no qualms about killing anyone for any reason, the results are catastophic. Think of a soldier as a guard dog, who will attack whatever his master sics him upon. A bad master makes for a bad dog, and so it is with soldiers.

since the war most American presidents have been reluctant to commit US ground Troops to any war or conflict. Fearing "another Vietnam", politicians and leaders seem only to want to place American troops in war or situations in which victory is assured

It takes a vote of Congress to declare war against another country, but Presidents have gotten around that by sending troops to war without declaring war. For example, the U. S. never declared war against North Vietnam, but over 58,000 American soldiers were killed in that war.
