Many measures were taken, but the South had lost its major source of economic activity and income - its cotton production and export - to other countries like India and Egypt during the Civil War. As a result, the South was to remain poor and backward until well into the 20th century. Only the advent of WW 2 with its huge demand for all kinds of industrial and agricultural output and the employment that it brought helped the South to economically get back on its feet.
