Yes, the Affordable Care Act really passed and was upheld by the Supreme Court. Contrary to much of the erroneous information which is put out by the president's political opponents, the law is based on the very popular health care bill passed by then-Governor Mitt Romney for the state of Massachusetts.
The health care bill did pass, was signed by the president, and in mid-2012, the Supreme Court ruled that it was in fact constitutional.

Health care is Federal but it can be state as well that's all I really have but i will look on to it a bit more and give you people a politicians answer.
I believe that some people that have health care really don't need it as much and there are people out there that could use it.
There is not a single country on the planet that offers free health care (taxes are higher in these countries which is how health care can have the essence of being "free" when in reality it's not), what you mean to ask is what countries have socialized health care. All developed countries except the United States offer "free" (it's not really free...) health care.
