The deterioration in relations between the North and the South has to be taken in the context of the expansion of the US westward. The Southern fear was that free states would outnumber slave states in the Senate and thus be able to outlaw slavery. Before the Civil War, conflicts were seen in whether Missouri and Kansas would enter the Union as free or slave states. The North DID have groups who were fervently abolitionist (ie. John Brown), and there was a growing cultural divide between the industrial north and the agrarian south. Nevertheless, the crux of the tensions was control of the Senate.

A politics-administration dichotomy is an administration that can be apolitical. No administration has ever been formed that has ever come close to being apolitical. Politics is what a government does and administration is how it does it. "What do I do?" and "How do I do it?" are related questions no matter what field your in. Politics-administration dichotomy not only cannot be sustained, it cannot be initiated. One begets the other. To separate the two would beg the question "Why are we doing this?"

No. Emperor Hirohito tried to advance the cause and respect of his people. Furthermore, he did not have as much control over Japanese political affairs as did Tojo and his supporters. More importantly, it is very difficult to classify people as "Good" or "Evil" in a simplistic dichotomy. Could Hirohito have been better, probably. Could he have been worse, probably as well.
