The Allied Army was pleading with the Soviet Union to help them in the war against Japan, but Stalin wasn't convinced. Finally, at the Tehran conference in 1943, the Soviet Union decided they would not enter the war against Japan until the Allied Army defeated Nazi Germany.
The simple answer is that Germany signed the Tripartite Pact with Japan, and not the US. The more accurate answer is: Germany wanted to conquer Russia (Soviet Union), and needed Japan to help them do it. Germany thought if they helped Japan fight the US, then Japan might help the Germans fight the Russians (Soviets). Hitler knew Japan had a record of fighting the Russians; 1904-1905 & 1939. Hitler also knew that the best way to defeat a nation was by "Divide and Conquer." It was hoped that Japan would open a "second front" by attacking Russia (Soviets) from the east; while Germany kept the pressure on from the west.

Japan was on the Soviet border line. In order to help the US defend the world against communism, Japan had to build up it's forces to help out, just in case an ally was needed. In addition, Japan was maintaining US Bases and war machinery based in Japan; US Tanks, Warships, Jet Aircraft, weapons, etc. Japan had to build and re-build those machines of war in support of the US's role in it's fight against communism.
The OSS was in contact with Ho Chi Minh and worked closely with him against the Japanese.

This question is too vague. Would you please clarify "who" needs to help Japan and also are you referring to now or back in World War 2. This is in the World war 2 category but the question does not make sense.
Because they attached conditions to their surrender and the Allied Forces wanted an unconditional surrender. In the end they compromised. Truman allowed Emperor Hirohito remain a figurehead Emperor since the Japanese worshiped him as a god.
