The answer to this question is very simple. The Soviet Union governed much closer to her desired polictical ideology, Communism. Take this exaple: Hitler who is believed to be an extreme Facist, was auctually more centered than the current George Bush! So yes, the Soviets respected their chosen ideology more than that of the Nazis.
