No. At least, as of this writing Japan is still there... I can connect to the Japanese National Tourism Organization's website (which is physically located in Japan) just fine. I can also verify that computers in Switzerland, Germany, and Israel are still working. Since I'm located in California, that pretty much covers the "other side of the world" no matter where you are.
