since 1973 Chevy pickups have used, as an option, a governor actuated locking differential manufactured by Eaton. this unit has clutches, like a limited-slip , but rather than using springs for a preload, it has a flyweight governor,which is linked to a cam faced side gear. the mechanism locks up the axle with a difference of wheel speed greater
than 100 rpm. This unit will not lock up at speeds greater than 20mph. Look for the code "g80" on your options list ,either in the glove compartment or under the hood on one of the wheel wells.
As far as the factory making every 96 truck with positive traction NO. Now There is alot of them that I'm sure was special ordered with it.
