Rarely ever. When budgets come into play, it usually means money is extremely tight. This signifies financial hardship equaling NO MONEY FOR RAISES. In most cases, it actually adds stress to staff because they have a need for supplies, but must stay under the ridiculous monetary constraints of upper management. Budgets are dangerous because when you manage to stay below them, they are even smaller the next cycle.
