A country can die in several ways.
One way is when the people of the country simply cease to care or support the government. Usually about this time, someone will come forward and declare a new government. This is often a revolutionary individual, even if no actual revolution took place.
Another way is through revolution. The old government is deposed through force.
Another way is by being invaded and overrun by another country.
Yet another way is through treaty or royal proclamation. By this I am referring to the United Kingdom. When King James the sixth of Scotland rode south and took the English throne (through right of succession), he soon proclaimed that there was no longer a Scotland or an England, but that they would henceforth be known as the United Kingdom.
[Of course in the case of England and Scotland, they never quite laid down and died quietly. remember Winston Churchill's WWII quote, "There will always be an England." ? He did not say, "There will always be a UK".]

That depends. A man may have the natural right to die, but he does not have the legal right to die in America. Some other countries recognize a person's right to choose when they die.
