The boots on a rack-n-pinion are there to keep the inner tie rods clean. If Power Steering fluid is in the boots, then the seals on the rack-n-pinion are leaking. At this point you need to either have it rebuilt or buy a new one. I am a A.S.E Master certified automotive technician.

transmission fluid can make rubber expand check for leaks. as will and petroleum based oil if you used a grease gun on the boots make sure you used lithium grease. coulld be you filled them with too much grease or if you have power steering you might have fluid leaking into boots. if it has power steering fluid in the boot the grease will be really runny and you need a new rack and pinion.

Try checking the power steering fluid. My taurus did the same thing until i filled the power steering fluid.
If you have plenty of fluid it could be the power steering pump itself going bad or it could be the rack and pinion assembly.
