You must remove the timing belt to get to water pump.
It is inside the front of the engine, driven by the timing belt.
it is in the block behind the timing cover. the timing belt drives the water pump so you have to remove the timing components to install the water pump.

Your water pump is damaged...have it replace its a big job you might want as well change your timing belt when you do it..
timing chain is inside the timing chain cover which is located between block and water pump. the water pump mounts to the front of timing case There is a cover that is behind the water pump... The timing chain is under that cover.

no you do not have to change the timing chain when changing the water pump.
On a 1990 Plymouth Voyager 3.0, the water pump is located behind the timing cover. The timing belt is what drives the water pump.
On the V6 it is inside the front of the engine, driven by the timing chain. On the four cylinder it is the lower front pulley on the motor.
