Two years old is the magic number. If your child has reached his or her 2nd birthday, most US carriers will require that the child has its own seat and will charge full fare for that seat. I'm certainly not suggesting that you "fudge" on the child's age, but I've seen some pretty big "infants under two years of age" sitting on their parents' laps.
