Pretty sure you do. The bottom is on a pivot at each end. After you remove a thousand different sized screws, various trim panels, glove box, radio, disabled the air bags, removed speaker and defrost grills, lowered the steering column, etc, the dash "rolls down", then you disconnect a number of electrical connectors. After rolling down, it can be lifted out of the pivots. I wonder if you can work in just the rolled down position?

The dash may have to come out. It be better to take it to the dealer or a VERY qualified shop.

The heater core is under the lower right dash insulator panel and behind the glove box in the heater core housing

Pull the dash completely out, because it is directly behind the middle of the dash.
