Both - a zoo vet will treat some animals within the clinic or a covered area in the animal's enclosure and will treat and observe other animals in their outdoor enclosures. It mostly depends on the animal and the facilities available to work with the animal.
It depends on the type of verterinary work you do. Most verterinarians work indoors on household pets, cats, dogs, etc, as the pets are brought to the vet's office. Some verterinarians specialize in farm animals, cows, horses, goats, etc. These veterinarians make visits to the farms, vs. the farmer bringing the animals to them. As such, these vets will spend a greater portion of their time working outdoors and in barns, etc.
