7 inch lift kit
you do not need a lift, just a set of low profile tires 245 30 22.
the size of the tire will determine whether or not a lift kit will be required, not the rim size. For example: If your vehicle currently has 31" tall tires on 16" rims and you want to upgrade to 22" rims with 31" tires then you should be fine. You will want to make sure that your rims have the right backspacing, especially if your new rims are wider than your existing ones.
4 inch lift
none if you get the right size tires. You can fit 24's on with rubberbands
the rims are stock size if there 15" and the tires should fit with out the lift, though its better to have the lift
New tires with the size 15 inch will fit 15 inch rims perfectly.
22 wheels will fit with a low profile tire. no cut and no lift
A Chevy Silverado will need 16 inch rims. If someone gets another size they will not fit. It needs them this big because the size and weight of the car requires a larger rim.
