I think the answer is yes, for practical purposes, and for sensible people. Mexico is interesting to travel in to and out of. In, if landing at an airport, you might you might push an entry button. If you get a green light, no Immigration check. Red, you get checked. By car, you might not even be checked at all. Maybe manana.

To fly into Mexico you HAVE to have a passport. As of right now the only way you can get into Mexico without a passport is by land travel, but that will change as of Summer 2009. As of Summer 2009 you will need a passport for any land travel into Mexico and Canada.
