Adjusting the valves on a Caterpillar C 15 Engine is easy and does not take long at all. All you need is a wrench and a feeler gauge, You will then loosen up the bolt, place the feeler gauge in between the rocker arm and valve and then turn the wrench until the rocker arm touches the feeler gauge.
If it's a hydraulic lifter, you don't need a feeler gauge You can adjust 1, 2, 5, & 7 intakes and 1, 3, 4, & 8 exhausts from the #1 TDC position. The rest would be done by rotating the engine one revolution to #6 TDC. When you're in the correct position for the lifter you want to adjust, tighten the rocker nut until there is no backlash on the pushrod and an additional 1/2 turn for preload.
you need to have the vehicle running. loosen the rocker arm until you hear it start to clack around. then you tighten it until you hear the clack stop and the you are done. if you want to do it at tdc. you start at cylender 1 and use a feeler gauge at fifteen thousance of an inch and place it in between the valve spring and the rocker, then then tighten it until the feeler gauge is snug and then pull it out and do them all in sequance

What is the problem with the gauge? We had a problem with my wife's 1997 Malibu fuel gauge following a trip to the mechanic, where the needle was stuck below the resting pin, therefore the gauge no longer worked properly. We thought it would need to be replaced, or a major tear out of the dash to fix. After some researching on the internet, the problem was easily solved by flipping the needle around manually, using a bent paper clip through the hole in the dash. It was a 5 min. fix.
you will need a set of A/C gauges. If you want to get a set up from a parts house with the little gauge on it, you pump it into the low side, watch the gauge it should not go over 41 PSI. if it does, it will cause major damage
Roller rocker arms can be used with most any cam.
You must have a modified camshaft. The lift on the cam is to high of a lift and the rocker arms are binding on the studs. You need to use a long slot rocker arms to stop that. You also need to check the rocker are studs and make sure they are not cut in half.

A spun cam bearing, or just bad cam bearings period. Push rods stoped up, Need cleaned.
to adjust the rocker arms you have to either tighten or loosen the top bolt on the rocker arm/arms that need to be adjusted. there is a specified torque for the rocker arms that you should follow to help you adjust the them
