You have to be a "natural born US Citizen" but, as a natural born citizen you can have been born on a military base that is not located in the US, in a US territory, or born in any Another Country if you have at least one parent who is a US citizen and has established residency in the US for a minimum of 14 years, and gets the proper forms from the US authorities in the foreign country to prove the birth there.
