yes, the SATs are a required part of the admissions process. HOWEVER, much more emphasis is placed on the quality of your portfolio. i know plenty of people who have gotten into Parsons, even RISD [widely considered one of the best, if not THE best, art school(s)], with abysmal SAT scores. really, all that's necessary is for you to take them -- your score, high or not, is not really important.

Interior design can be an interesting and rewarding career if a little vain. Depending on your school and level of commitment it can take anywhere fro 6 months to two years. You don't actually need to go to school to get a job in the field, you will however need a good portfolio and to be certified.
You need to know how to design things and use new and initiative ways of thinking to take those rough designs and make them a reality. In order to get into a design school you will need to have some sort of background knowledge on the concept of designing. It matters whether or not you're looking for Digital Media and Design or just Design in general though for specific classes that you had to have taken.
An Industrial design school takes anything from 3 to 5 years to be completed, depending on the modules you take. If you are looking into finishing school under 2 years, perhaps a vocational school will be better for you, but do take note that the qualifications you will receive at the end of the design school and the vocational school will be different.

Take art classes or design if your school has it - those will help you with the graphic design part of it. Then take whatever computer classes your school offers, even if it is just business/typing class. If it offers programming definitely take that. These two very different types of classes are both useful in web design as you need both a technical background and an artistic background to be a successful web designer. And don't forget extracurriculars - volunteer to help design websites for your clubs and classes and you will get great experience.
There is nothing in High School that I know about, but you can take a Specialized College in Crafting and Design! 8O)

Although it really doesn't matter what classes you take in high school because your going to get all of your education for fashion design in college. It is highly unlikely that you will have a career in fashion design if you only have a high school diploma.but if you want to you can take art, self-marketing, textile development, or any classes like that.:]
