tire chains go on the drive wheels but it is best to chain all 4 tires if in extreme weather be sure to check with local authorities about chain regulations not all places allow tire chains by the way i drive for a living in British Columbia Canada and we chain all winter here
Saturn does not recommend snow chains for any of there vehicles. I currently have 2 95 wagons and an 04 VUE My kids drive the wagons and I put 4 deep lug snow tires on them when they are at college in upstate New York. They have yet to get stuck. Hope this answers your question.

The starter on a 2001 Saturn SL1 is located on the driver's side of the engine. It is just to the left and in front of the alternator/generator.

You may have a damaged belt inside one of the front tires. Try moving the front tires to the rear and the rears to the front and see if the problem follows the tires.
Low pressure in the tires can cause shaking, the alignment can cause shaking also.
