it is in the door side panel under the regular fuses it is the relay on the left hand side. in my neon it was green. you may have to remove part of the dash to get the relay out.

A dodge neon does not have a heater valve. The inside temp is adjusted with an airflow control door inside the dash.

open the doors, you will see two screws on each side of the dash, unscrew them. get inside the car take the four screws out of the panel under the steering wheel, remove panel. there will be more screws under where you removed the first panel. take those out, lift up the dash, unscrew the cluster, put the new one in and reverse. should take about 15 min.
