Yes. In the book of Job (in The Bible), God used Satan to prove Job's integrity and faith in God by permitting Satan to attack Job with all manner of tragedies.
He does not deliberately lead people into confrontations with demons, but he can does give Satan and the demons permission to "sift" people, by testing them. However, God always provides a way out for those being tested. It's just a matter of trusting and calling on Him. In both Biblical and modern times, He can choose to use evil perpetrated by demons for good.
