There are ways to hook-up an Xbox 360 to a non-HD display. However, XBox 360 is designed as a High Definitions Display component, so one would not see the full picture of the games and other media that the XBox wishes to display if it were to be hooked-up to a non-HD display. It is possible, but highly unrecommened to game on XBox 360 with an old non-HD tv, but the best HD display is also not necessary.
