Yes it does. It is on the left side of the TBI housing. That is the thing that looks like a carburetor, it will have a electricial connector hooked to it. It is not the long piece that comes out of the left top side of the TBI with a wire hooked to it. It will be on the SIDE of it towards the bottom, It's not a big part. It will have 2 small screews that hold it on.
It is attached to the throttle body.
A bad throttle position sensor, on your 1991 Saturn, will cause the engine to run rough when it is idling. The engine will run normally at higher speeds.
There are a few reasons. crankshaft position sensor, faulty fuel pump, fuel pump regulator, throttle position sensor, oxygen sensor. Need to have it diagnosed.

You mean the Throttle Position Sensor... If you are trying to find it, its real easy, Locate the throttle cable that's attached to the throttle body, the TPS is located right across from that, you cant miss it.

Code 12 displayed during self test, per Ford, takes you to test TP, for the throttle position sensor. It could be the failure of the throttle position sensor, idle speed or throttle stop adjustments, throttle shaft or linkage, and/or cruie control linkage.
There's many sensor, O2 sensors, (Palet type ) Airflow sensor, Throttle body position sensor. Knock sensor and probably much more for brake, speedo and transmission.

Your most likely cause is a throttle position sensor, or a fuel problem, or restricted air flow.... that is a tough one.
it should be located inside the air intake, on the top cap (the cap you clap down) and on the right side of that, it small and red looking
It probably wouldn't be sucking enough fuel quick enough
