Twenty years ago, my brother in Oslo (who spent decades on his little boat in and around Oslofjord) told me that the sky usually clears for a full moon. He didn't know why, only that it did. From that time on I've kept a close watch, and I can say that whether I lived in Japan, Hawaii or here on the Northwet Coast of BC, I've seen almost every single full moon. At least seen it, even if there were some clouds around it...straight up - I'd estimate 95% of the time.
Tonight, after days and days of rain and only more in the forecast, the skies are clear and the full moon is on its way again. Go figure.
Finally remembered to Google the "why" to this, and instead of a meteorological answer, I found a box for me to tell you what my brother told me. If any of you have the answer, now's the time to let me know!
