I can say that all NEW Toshiba Laptops will probably have a webcam. If you still have a couple of problems finding a Toshiba laptop with a webcam then you could look down your local Technology store. IN The UK - PC World, Comet, Currys, Best Buy. IN The US - Best Buy, Walmart etc. If you still have problems look online or email me on my Answers.Com email account. You will find the address below.
