They probably have an express easement over your property with respect to the cable lines. Easements are granted for a specific purpose, and are limited by the purpose for which they are conveyed. The quick and easy way to add an Airport Express to an Airport Extreme network is to use the AirPort Express Assistant which is on the disc that came with the Express. This will talk you through the options. Just tell it to connect to your existing network and it will figure it all out for you. It will ask for your Extreme's password and then automatically configure the Extreme to use the Express. Restart the Express and you are done. If you prefer to get your hands dirty use the Airport utility which is in the Utilities folder within the Applications folder. Allowing for different versions of Mac OS X/Airport utility you generally select your Extreme base station and then WDS (Wireless Distribution System) options. Click the + button to add to the network. Enter the MAC address for your Express. Turn off Distribute IP addresses on the Network.
