There is no reason for a person to be circumcised aside from satisfying some religious need, or in rare circumstances where there is a clear medical indication. These circumstances almost never affect infants. No doubt the custom became entrenched in the first place as a result of poor hygiene practices among children and men.

Circumcision is usually a choice made by the parents of the boy though some adult men get circumcised later in life. Most have their son circumcised for cleanliness reasons or because of their religion. Not everyone is circumcised and it is definitely not something group based like boy scouts.
