Freezing only slows the reproduction rate of bacteria down to a fraction of what it would normally be. That's why steak which would normally go bad in three weeks in your fridge will take two years to go bad in your freezer.

The reason for the reduction, in case you're curious, is that freezing causes the water molecules in the item to crystallize. This greatly restricts a microbe's ability to move around. In addition, most microbes also have water in them. This means that the microbes living on the skin and inside the outermost edges of the item will initially die off, reducing the overall population and slowing the spoilage.

Once the item in question is thawed, however, those microbes go right back to work. That's why, thawed meat wrapped in plastic will still spoil -- because the bacteria living inside it when it went into the freezer never left. They just took a nap.
