Short of Liposuction, there no way to target actual fat loss. If you eat right and exercise, you'll lose some all over. And the big thing here is what and how much you eat. High calorie foods are so easily available these days. A snack that takes five minutes to eat can easily take one hour of exercise to burn off. This makes it near impossible to lose weight through exercise alone. Exercise helps, but any serious attempt at weight/fat loss has to be combined with a healthy diet.

The good news is that doing exercises, such as riding a recumbent bike, will help to target specific muscles. Toning and strengthening muscles in specific areas can help that area appear more firm, and sometimes slimmer, depending on what you are doing.
